Yes that’s the market value to them. Based on their industry and market they are in. However, value is different from worth.
How much money is the land worth and what is the price of the Natural raw land? Especially since all land is a non renewable resource. You have to have a starting point or bottom line.
People telling you they are not willing to negotiate with YOU about YOUR property is crazy. That’s proof that’s it’s WORTH more. Unless they know they are overpaying.

@@CherifMedawar Thanks for responding. Watched the two videos. So the takeaway is - land value is based on potential use like parking, storage, retail etc..The actual question was how to make it suitable for a use that fetches higher value. It is a slightly open ended question with too many variables in play but examples would help.

If there is a parcel for sale for $980, a 7,000 square feet lot, and taxes are $300 a year. Then how much should I pay for the parcel? An agent is selling it. I really want to talk to the owner though. There is no house on the parcel.
Look at:
1) comparable sales of similar lots in the area
2) what kind of entitlement can you get for that parcel of land
Try to get it under contract and check with city planning and zoning before commuting to buying it
