From my understanding, samba tv is an opt in program that’s available on certain devices ( not all devices) that tracks viewership on programs. So basically when setting up your device you have to opt in to let this thing track what you’re watching. I don’t have this thing on my tv and from what I’ve seen it’s not available on roku tvs and many others. So basically it’s only tracking the viewers that have this samba thing enabled on their devices.

The best viewership SmackDown got was 3.3 M in December 2020, I think either Christmas or New Year's. I actually believe the last two quarters had over 4 M viewers. That's everyone that could potentially watch WWE in the US. Once Raw is available on Netflix everywhere in the world, especially places like India or Japan, live viewership outside of the US could easily go up to 6M-7M. And viewership afterwards could be pretty high too. I don't think they're worrying the least bit in WWE or Netflix.
Well what the Samba TV thing doesn't tell you is it's not on older TVs and only on ones from certain manufacturers. So it can't tell you what people are watching if you don't have have one that has it on. That also can't track people not watching stuff on a TV so if they are streaming it on any other device with a screen then it wouldn't be able to capture the data so it's not really a reliable source.
