No, it's not Brezhnev, although he looks a bit like him in that hat. I think that man is Jenő Fock, Hungarian prime minister at the time.

Well, I think you're right, and that man is indeed Brezhnev! I did some serious research and found a contemporary newspaper article where it was written that the Soviet delegation was also here at the ceremony, led by Brezhnev himself. ( Btw, I was only 6 in 1970, so I don't have specific memories of that. )
