When you draw on paper, the paper looks upside down, so you should flip the footage so it looks upright when editing.

Looks like Clip Studio Paint. Had to hunt for it myself and saw your comment and figured I'd tell you if no one had by the time I found it. I don't know much about art yet I'm still a beginner too. I've been using Krita and GIMP to good effect.
