Although, Home Associations can set neighborhood guidelines that dictate the appearance of houses, they are not deed restrictions. Deed restrictions are encumbrances that come with the deed to a house whereas the Home Association is an organization of people.

They’re usually not enforced much in rural areas, but when you get into more urban locations the county can come heavily down on you for violating these restrictions.

No, but they do enforce a deed's restrictions within the HOA community. They're a separate entity altogether.

So HOA can be challenged or better yet put before the association for approval but deed restrictions are air tight not changing them
