Dear brother, short answer is NO as of 2017. I am sorry I can't recall exactly as this ride was done in 2017, you can take your car from Khaplu up to Dansam checkpost easily. From there you will ask for permission to visit Giyari monument. You will then take the bridge to your right and enter Dansam baza, start moving uphill towards to Goma, which is approx. 25km from checkpost. Goma is the last civilian settlement in the area. When i visited Goma, there were 2 major water crossings, 4-5 kms before Goma. One was tough for me on bike as the fast moving stream and rocks on the road made it impossible for anything other than a 4x4/ bike to cross. So at that time you couldn't have taken your own car. Once you manage yo reach Goma checkpost, it's an off-road from there, ~12-14kms up to the the monument.
Brother if you reach Khaplu and spend first night there, you can visitl, Mashabarum view point, Haldi, Sailing valley and Giari in day time. Spend second night in Khaplu again and on next day you can visit local places, Khaplu Palace, Thoksikar, Chaqchan mosque and on your return back to Skatdu you can enjoy driving through Ghawari. So in total, 2 days to reach Khaplu from Islamabad, 2 days in Khaplu and then you return journey
