Not quite sure that your ping will be THAT much better due to how physics works (how the internet works)! But you can hope for a slight improvement! The only fix they could do would be to add a server in Africa!

Yes & no! The download will be big but they are replacing game files. Meaning the game's total size should be more or less the same after everything is patched.
