I can't agree more with this.. modern ArenaNet story-telling feels too grounded in real life really, I completely lost faith after we had to vote for a friggin politician (so to speak) early in GW2's story, between that charr and human. No it's really something I never managed to embrace, the story of GW2. It also feels so disconnected seeing it's structured to be done solo basically.. while missions were designed around a party..
The dredge were set up as pseudo-communists etc. right in 2005, the year Guild Wars started, with the Sorrow's Furnace content update. The quests there set the tone for them, with their leaders called 'Molachev' (a word play on Gorbachev) and 'Molenin' :).

i miss this game so much, ritualist was so broken with kurzik i forget the skill but u can summon ur spirits and bring them with you. so theyre less stationary.. then they gave us 3 necro bots or companions and u can run discord build... and it was just disgusting. man so long ago.. miss it so much.. thanks for the memories bro!!!!

It is explained why the fortune teller told Shiro that. It is a side quest in the realm of torment in the nightfall campaign.
