Hans is great as a supporting character, but doesn't lead any episodes because he isn't protagonist material. He couldn't have a spin-off because without Jez, Mark or the band, he wouldn't have much going on in his life.

Hans only knows a minuscule amount of German despite spending a significant amount of time there, so he clearly isn't good at learning languages. Learning Balkan languages is much more difficult.
The same might have been said about Frasier Crane after Cheers ended. Everyone is the protagonist in their own life. Hans seems to me like the type to have a whole lot going on at any one time, with Jez and Mark being just one story line of many. Any spin off would hinge on the writing being great.
