Upgrade the V.U so it can have multiple floors and a landing zone on the roof for a small or big helicopter and once you land on the roof of the V.U it will be legal and the cops won't say nothing. The third floor can be the office of Don Ron. Second floor can be the meeting room and of course the first floor will be where the ladies or gentleman can get changed and such.
