When you hit the Free Hold & Spin Feature the counter didn't reset, all the phoenex's you hit during the feature were added to the counter which stayed the same as before you hit it. The game did not reset a random number on the counter as you first thought. Robin was right, it just continued from where you left off which is weird that it gave you the feature but didn't reset the counter.
