Being a citizen of The U S does not garrantee that she can petition for her children . If she is working and filling her taxes then she can petition for her children .
Every US citizen has the right to file for his or her children, spouse, parents, and siblings. Even if her Dad did not state it on the I-130 that she had children when he was filing for her; she can still file for them after becoming a US citizen. They might request for a DNA between her and the children. Her Dad or anyone can sponsor the children in the form of an affidavit of support if she's not working. She can file and bring them and then apply for a US passport for them since both of them are under 18yrs. She can also take them back to Ghana even if she doesn't want them to stay here and they can come back anytime they want.

My mom calls my husband, my children and myself here in the USA and I always ask her to save her credit but she’ll not even listen! It is good she resides in Ohio. It is a little bit easier, and less expensive to leave in Ohio unlike New York City or other metropolitan. So, your wife should be leaving in a good neighborhood with good system for your children to attend. There are good and affordable universities and colleges in Ohio. Talk to your to understand her situation over there in Ohio and be patient with her. She may be working in different jobs to make extra money. So, it may hard for her to bring her kids. It is good she resides in Ohio. It is a little bit easier, and less expensive to leave in Ohio unlike New York City or other metropolitan. So, your wife should be leaving in a good neighborhood with good system for your children to attend. There are good and affordable universities and colleges in Ohio. Talk to your to understand her situation over there in Ohio and be patient with her. She may be working in different jobs to make extra money. So, it may hard for her to bring her kids. Or she may be working and also going to college. It is not easy in abroad as people here in Ghana may be assuming it to be. I don't think your wife is intentionally ignoring her children. I'm sure if Anita was in good status abroad, nobody would ask her to take her children abroad. Ghanaians think you get your papers automatically as you travel abroad. They don't know what we're going through here with immigration. It's not always smooth for everyone. I know people who have spent 10, 20, 25 years abroad without papers, so 6 guys should pray for us and stay focused until things go through.
