It could be overcharged with refrigerant, Check for any bent in the pipes, if their is bent in the pipe in new installation, still it could freeze the pipe line.
In my own case it's the small pipe that's freezing up whenever i start it up and then it stopped freezing up after it work for 2 to 3 minutes.. it makes annoying sounds on the outdoor unit too
If the small pipe freezes, its possible that the Ac could be low in refrigerant, Due to A leakage. Check whether the condenser or the evaporator are dirty, if yes then clean them.
This is happening to me. I have a multi-head unit. 5 indoor units connected to 1 outdoor. 4 cool perfectly. 1 is icing on suction line. Your solution doesnt work because my unit is brand new and clean
