Cherry Gardens is definitely one of the top neighborhoods in Jamaica, a few others are Jacks Hill, Norbrook, Smokey Vale, Manor Park, Millsborough, Stoney Hil, Beverly Hills, Coopers Hill, Chancery Hall, and Havendale, to name a few. These are just some I remembered. I think outside of Kingston are neighborhoods like Spring Farm Estates in Montego Bay, Discovery Bay in St. Ann, Lagoon St. James, San San Portland, and Silver Sand in Trelawny.

It depends on the size of the land, of course. But a 1/4 acre lot in CG typically attracts an annual property tax of approx 50k.
