Yes, you can share the whole list or lists items with internal or external users, and provide ‘edit’ access or if you already have MS team, then you can create a list within a Team and everyone within the Team will automatically have access to the list.

Yes you can do that if you only want to give read only permissions to new list. But if you want them to edit/add items to new list, then you will need to give them at least read access to exisiting list.
Hi, is it possible to add security to each view? For example, I only want Group A to see Group A contact only, and Group B to see Group B contact only? I am trying to avoid creating multiple list and hope to accomplish it by setting security by the view. Thank you.

That’s out of box feature and you should be able to do that. Try clearing all filters and then do group by.
