Kualoa Ranch keeps some toys (kayaks, snorkel gear, picnic tables) on a part of the beach at Kualoa Regional Park (about five minutes away). They transport you to the beach by boat, but the boat is on a lake, not the ocean, because you're not going to a real island. The "Secret Island" is just the far end of the park and completely accessible by foot. Also, all beaches in Hawaii are public land, so while they may have ways of stopping people from using the kayaks, the beach is completely accessible to anyway who happens to be at the park anyway.

Kualoa ranch as their own private island you can go to via a tour from the ranch. It’s an all day thing that starts early in the morning
