increasing passive true damage vs jungle camps doesnt sound like a bad idea
It's not like anybody is going to play vel jungle anyway. Even if his clear was better, he'd still be an immobile, fragile and slow little thing wobbling around in the jungle with most cooldowns reloading at any given time.
For clarification purposes, that means free invade for every single meta jungler out there. You literally have to excel at velkoz to pull him out in a real game as a jungler. And nobody's taking the time to learn velkoz when there are so many champs that do what he does better.

jhin jungle actually has the strongest double smite, his ult on dragon can deal over 3k dmg, ult vs baron is roughly 2200, normal 4th shot deals 1600 or so to baron and 2500 or so vs dragon, ppl like to try and steal my buff gold and xp when im playing jg and im like "nah" and i just aa it once with 4th shot and it blows up, biggest crit i think ive seen was 4.2k vs jg

Extremely unreliable since he has to be in smite range and all you need to do is cc him during his ult channeling. The best practical combo is ekko e + 2nd q coming back with passive ready to proc

Predetor was really good on some junglers cause it allowed them to gank more efficiently. Specifically, if you wanted to play any of the immobile mages in jgl. To put it more clearly if the champ wasn't designed for jgl you needed Predetor
