can i say the road was packed with cars to indicate smth full of with something. is it fine to use `packed with` for animals, cars, toys, bits and pieces? that room was packed with bits and pieces?

hm it is hard topic because in Poland we had no law related to this personal vechicle, and many accidents happend , and some of them was fatal in consequences. After this now we have most restricted law about electric scooters in europe.
Well to be honest with you, in my country E Scooters are not so popular within people, a part from this, they are expensive means and people can't afford them!
