@dannorris. I believe the reference to Acts 17 was likely a reference to Acts 17:24-27, which alludes to natural theology, similar to Psalm 19:1-6. Christ is preached in a specific context, while God is preached in a broader context. Thus, you’re both correct.
Acts 17 does not teach Natural Theology, 17:18 “he was proclaiming the good news of Jesus and the resurrection. “ The early church relied on Gospel preaching to make converts, do a word search in Acts for “gospel”, “good news”, “word of the Lord”. That is all they did, preach the gospel, it is the word of God that regenerates people 1 Peter 1:23,24. To create a new category of theology out of a few verses from Romans is suspect, especially when its advocates don’t even agree on what it means.

So, is this just an outright rejection of general revelation?
