hi, you are wrong in saying oracle db cannot select data for U2 user when U1 user is updating a record. Select will be possible for U2 but update will have to wait as U1 is holding a lock on the record.

Select is possible but update is not possible when we try to update same row

Your information is wrong and not authentic about oracle lock.There is isolation levels available to access the data and undo data is used if a row is locked.
