I think it's very dependent on the time of year you go. I went the first week of September and it was busy almost everywhere I went. I'm also thankful you ended up putting a note about Itaewon in because that's a very important point to highlight, you're not going to see it like it was post incident.
I live in Korea and you went during the time where no one goes out in Seoul which is why it wasn’t crowded summer is probably the least popular season as it’s not very pleasant to walk around in the heat and rain 😅
