You may be right, RWY21 seems less worn but the landing direction mainly depends on wind direction (and speed) and other circumstances (obstacles, etc.)...

How often is this runway used on average? I thought that 99% of landings at ACE were from the other direction????

Runway 03 is the preferential landing runway with up to ten knots of tail wind. The wind predominantly blows from the North as well.
