38:11 The labelling theory of deviance was given by Howard Backer, which says that personal behaviour patterns get influenced from the type of labels given to individual/s.
( we see this at the relationship between sociology and common sense, where this theory proves that common sensical view of society is not sociology, by giving a logical reasoning to how sometimes we find statements based on folk wisdom come remarkably close to sociological theories.
