This tournament of souls is alternative universe not related to main story. It is just an event in league of legends, where we got fighting minigame (gameplay close to Mortal Combat or Tekken). We play as girl from cinematic - Samira, she is a bounty hunter who once defeated by someone wanted to gain more power. She encountered Jhin (1:51) and gave him her eye in exchange for Soul Power. After obtaining it she was invited to Tournament of Souls where people/creatures with same Soul Power are fighting to win main prize. In game we defeat everyone one by one and win, but the host of tournament - Viego, don't like that and decide to fight us himself (2:15). At the end of a game after winning with Viego, he is refusing to lose and gets up and we have to fight with him again as he is "Coming Alive" once more (3:40)
Do you know those characters? (1:29) in the background second from right is Evelynn - she is succubus/claw lady from KDA
From Awaken (1:35) is Draven - he was fighting with chained lady in arena, (1:39) is Yasuo - samurai that creates tornados, (1:51) - on the right Jhin, he was a murderer in theater who was fighting with police - knife legged lady. Except from Yasuo you have them in your own into :) They look different here beacuse they have their Soul Fighter skins

So this is about the Tournament of Souls event and its alternate skin universe. They're selling these Soul Fighter skins for these characters. The main character in this video is Samira and the main villain at the finale of it is Viego. He is the host of this tournament etc. I don't really know much more but the concept is cool the characters are cool and most of the skins are really cool (I'm looking at you Samira with that price).

I believe they are using the same art style of the Upcoming fighting game Project: L of Riot for this cinematic

So no, she's not a new character, the doggo in the intro is, and yeah, alternate skinline for the characters for a game called league, and as much as I wish this was a actual game, it's sadly not. Yhis was riots summer event for this year, a thing they've started up a few years back.
