During the 1930ies we had a radio-station which name was "Deutschlandsender" and this "chimes" had been the chime of this radio-station. And like Anna-Elisabeth Bender said, it`s from the 18th century folk song "Üb immer Treu und Redlichkeit". This "Chime" was also used in the Potsdammer Garnisonskirche with churchbells until it was distroyed .
