In Indonesia I don't think we have issues with (or even the concept of) cultural appropriation for outsiders who want to dress the way we do. But it happened almost at the end of their colonialization time in this archipelago. Before the rising of nationalism among inlanders in the Dutch-East-Indies, Papua was just an untouchable land. So, mentioning that Papua was seized by the Dutch people for about 350 years is a very stupid thing to say.
