I definitely remember watching the Dick Tracy cartoon show back in 1990! Even though the original show came out many many many years before I was even born, I still remember watching it when I was a kid.

They brought back the original Dick Tracy cartoon show in 1990 because the Dick Tracy movie starring Warren Beatty as the title character was in theaters. In the mid to late 80s to the early 90s, I also remember the Dick Tracy comics trip that was in the Sunday newspapers. I knew what Dick Tracy looked like there and I also had at least two Dick Tracy comic books in 1990 I believe. The Dick Tracy cartoon show back in 1990 was in the similar format as the new woody woodpecker show that had came out on television in 1987.

Then they actually remembered the contents of said cartoons, and yeah...UPA Dick Tracy didn't last long in 1990.
