What about Capital gain if he sells the vehicle. Also ITR-4 dont have the CG option
The vehicle is not a Capital Asset. So no capital gain.

No. It's a presumptive taxation. It depends on the period of ownership.
Sir how 23rd february comes to two months and 29 th will not be treated as a month
Any part of the month is to be considered as full month
