I always felt underwhelmed with Baram's notes. I think the developers had something bigger in mind but then had to back off. The dungeons weren't that expansive and most players had likely encountered flame atronachs already by that point.
Yeah, I get that feeling in a few different spots. They definitely planned more than they could reasonably fit into one game at the time, just seeing how expansive Tamriel Rebuilt is, the original release date would have probably ended up closer to Oblivion if they had finished everything they wanted to put in!
Ooo I was so disturbed by Morvayn manor and Ilunibi the first time I went in there! But I think the one that still gets me every time is that random sixth house apartment in St OIms Canton in Vivec. I was just exploring, wandered in, saw the creepy red lights, and there were two Dreamers in there - no names, no pre-Dreaming paraphernalia, just... 'who are these people and why are they in Vivec like this?'
Glade to see Tel Vos included on your list. My first time in that dungeon made my skin crawl with tension. Especially when you discover the final note of the doomed worker.
In case one gets to Sandas Tomb without Security or Alteration skill, there's another key for the last door on the shelf above the second Noble Guard skelly. You can actually briefly see it here as G approaches the second corpse at 2:01. Edit: Correction, the key I mentioned is for The Nobleman's Chest, not the door, my bad.
the Sandas tomb almost sounds like it could be a war of the first council relic of sorts, between the fact that no known member of the family appears in the game (Sandas family being eradicated much like House Dagoth perhaps?) and the nordic and orcish relics found inside, as it was said that nord and orc mercenaries fought alongside the Sixth House, though that story's reliability is questionable at best if that were the case, it doesn't really make sense for a forsaken tomb to be located along the road
the first time I found the last note in Tel Vos, I assumed that "HE IS HERE!" was referring to the telvanni master living there, like he killed the contractors to not pay them and summoned a flame atronach to guard the dungeon, but that still leaves much to be desired from that whole mystery
Biggest spooky for 11 yo me was loading my first character somehow going directly to the cave by Seyda Neen and having that dark elf woman scream YOU WILL DIE when I was not ready for it. Pretty sure I physically ran away from the game.
You know what I think is creepy? At the very beginning on the prison ship there are human bones on thd left side between the cargo. Just think about the implications..
That third one makes flame atronachs sound scarier than they are in game.
True, I imagine if you're just some contractor trying to work and that's your first encounter with a daedra it's absolutely terrifying though lol
The creepiest places for me is the lower deck of any ship. Usually there's nothing there but I just get the need to get out asap.

That tomb mechanic is something I would have liked to see used more in other tombs, it would really keep you on your toes!

That apartment is really cool, I guess it's what you could call a SLEEPER cell xD

In project TR there’s a vampire town which it’s filled with vampires and bones and it’s bit larger ! It’s scary !
Oh I gotta check that out, between Wavebreaker Keep and Aimrah they've really demonstrated a knack for making eerie stories!

I actually just saw those for the first time a few days ago! I guess they don't always get their passengers to port safely
