However it is also clear that in summer Madrid is much hotter, so the temperature differences are greater than London and thas why people have a bigger sense of when to dress warnly and when bot to. In London, in the other hand,as the differences are smaller, many people dress the same in winter or summer

You are not understanding Spain's climate. Madrid is a cold DRY city. Which means the level of humidity is very low, whilst in London humidity can be around 80%, making it a colder place than a dry city with the same temperature.
I was today old and still don't understand why down at Costa Tropical people wear Nord face when it's 25° and sunny. Same Nord face they wear in alpujarra and sierra Nevada. And all of the sudden you see a 🐕 wearing a 🧥 or whatever it's called. And it's sunny 25° outside.

So what? The point of the video is that for a spanish person London is extremely cold. I live in Madrid, which doesn't have a humid climate, so when we go to London, even if we have the same temperature, humidity isn't the same, which makes the weather feel colder. My friends from the UK always laugh because spanish people say all the time "que frio" and we laugh because while we are saying that british girls are in mini skirts.
