    The city council had to have known that the police force was corrupt. There’s no reason for a town that small to have 50 police officers on the payroll. The bad publicity embarrassed the council into taking action.

      @@donreilly208...dude, it's 50 officers in a city of 250 people! That's one officer for every 5 residents. You don't need a reserve for a town like that and 10-15 is the most you should need. But this is exactly why city police budgets tend to be 60% of a city's tax revenue, because they keep adding as much as they can to keep increasing their budget.

      The entire city is corrupt and the various players started to not get along and this happened. The entire staff are just collecting all the various county, state, and federal funds they get for everything like any other city and splitting it up amongst themselves. The fallout happened because some people started demanding more money. The extra officers were just a scam by the chief to try to make more for himself when they wouldn't give him more.

    WRONG! The mayor stating there is no need to continue an investigation is WRONG!! Don't forget who hired the police chief, approved budgets, and was well aware of the outrageous amount of funding that came from excessive policing. One Coffee resident said they were stopped literally everyday and written tickets. The mayor was WELL AWARE of what was happening. When those involved in a government crime say "there's no need to investigate", you better pull out that magnifying glass cuz they're hiding something!

      The most outlying questions are, why TF does a town of 249 people, need 50 bloody cops??? And how TF the mayor didn't know it was all happening right under his nose?? It all stinks to high heaven. I know the population difference is huge compared to America, but here in Australia, I live in a small country town, population 1150, we have 2 cops, that's it. But, saying that, we don't have double the amount of guns to our population. America, population 250ish million, 400 million guns. Australia, population 25 million, 3.5 million guns.

Managing a city involves numerous people that include accountants auditing revenue collected by the city police and human resource management screening potential employees. Not to mention the citizens of Coffee Citty had been continuously complaining. It is not possible for a mayor of a town with just 250 citizens to be unaware of what the police chief was doing.

People would avoid driving through the town which negatively affects small businesses in the community. And the salaries for these officers could have gone towards funding something the city actually needs. Corruption only benefits those conducting the crimes.

    I lived in a small town of almost 400-500 people and we had a cop for a couple years and we couldn't maintain it / need it so we had no official police and relied solely on county officers who we asked to increase patrols in our town and they did. I grew up in a city of almost 2000 and a major interstate ran right through it and you can almost guarantee there were 2 officers sitting there every day policing the highway, this is nothing new. It happens almost in every town where they can abuse the highway system.

    Just because you deactivate the department doesn’t mean the investigation stops. They are terrified to what a thorough investigation would find. I would bet there are multiple criminal offenses in the department.

      No police department can run without the approval of City Management. They want the investigation to end at the police department only to limit their involvement. They don't want people investigating them and how hands on they were.
      The city benefited from this scheme. Their budgets and salaries obviously increased.
      That said, I'm glad that this crooked police chief and his band of pirates are no longer terrorizing this town and the roads through it.

    This needs to happen across America. I was raised in a law enforcement family, and they always followed the law and were well respected by the citizens of the community. The law enforcement officers today have no ethics, and they mistreat the public as if they are the judge and jury. They make little or no investigation before going hands-on with a citizen.

      What rock have you been living under? I have moved a lot during my life and there’s always a K(something) Channel News Investigates. You can Google TV News investigation or since you’re already here look for it on TH-cam. It’s not rare but commonplace and quite often change does take place. Where I live recently my local news investigated how parking meter tickets have risen drastically from years before. Turns out the meters weren’t giving the correct amount of time even though payment was made. That’s just my area.

      The light of day needs to keep shining on the situation. If I lived there I would be watching closely and would be ready to get into it if need be. The mayor was well aware of this situation and bears watching closely also. He seems more concerned with keeping the folks in line. I can guarantee he is disappointed over the loss of ticket revenue. One thing that needs to be done is for the folks to get their cameras out and record all meetings and actions taken regarding this situation. The leadership needs to be well aware that they are under a microscope. Try to elect a DA that will actually prosecute law enforcement officers for committing crimes. (That's a tough one but can be done with enough pressure.) Considering what politicians will do to get re-elected we are foolish if we don't use that to make them behave and do their jobs. If we convince them that if they don't do their jobs properly we will find someone who will they will be much more interested in pleasing us who pay them.

      It would take about $13,000 a day just to meet payroll. Traffic tickets rarely produce that much revenue especially for a tiny town like that.

      I thought the same thing. The city I live in with a population of 80,000 would have 16,000 officers. It currently has 117 officers.

      @@PentaRaus I've watched a few interviews with local residents and they not only noticed, but were being harassed by those 50 officers. One resident spoke of being pulled over pretty much everyday for one BS reason or another.

      They weren't actually in the city, they were remote workers who were getting paid to call on outstanding warrants. But turns out that's illegal too because they only got paid for successful warrant recoveries (something like that) and weren't actually getting a base pay. Previous news stories lay it out much better, hope this helps.

      when i started as a police officer in 1973 the general guideline for municipal police departments in the usa was one officer for every 1,000 in the resident population. how do they get 50 for 250?

      Well it isnt fair to assume all officers on the force were bad. Also you cant prevent those who were bad from reapplying. The important part is that background checks be conducted and the city council sets standards that cant be ignored in regards to hiring. What they are doing is a step in the right direction by just stopping the entire department and then re organizing it.

    IMO the mayor and city counsel also need the boot. There is no way they didn't have at least some idea of what was going on and that they had 50 officers on payroll. They are presented with and have to approve the financials. Seems they have no problem throwing the police force under the bus to try and save themselves which is why a DEEP investigation is in order.

    When you are a servant to the public you must hold yourself to a higher standard than that of the average citizen. If you can’t do that, you have no place being an officer. Get rid of qualified immunity, and have lawsuits be paid out of pensions, not tax payers pockets. You don’t get to retire and live comfortably when you’ve failed society. Literally.

    This case shows that we need a national database of law enforcement officers, listing all charges and disciplinary actions.
    Time to end the practice of firing a cop for cause, nothing the next department can find, so the bad cops just get passed around.

      If any individual is in law enforcement, everything about them should be on public record and/or displayed at the local PD. Any officer should be able to be sued, both through department and personally. Any crime they commit, should have a penalty 10x worse than what a citizen should receive.       Many of those officers were "reserve officers"...carried on the books for no pay...didn't even live in the town..
      which allowed them to work 250 miles away at an office tracking down people that owed money to the City, warrants etc....
      because Coffee City allows reserve officers to have a second job....(which just happens to be their first job)...
      and that brings in money to Coffee City.

    Not a huge fan of those last statements by that official, saying that there's no need to continue and investigation seems extremely suspicious, and the fact that the police department got this point under their noses needs to be investigated as well.

      There weren't that many on the payroll exactly. They were hiring "un-hireable" cops with bad records as unpaid volunteers, which allowed them to work good paying security jobs elsewhere in the state due to their current law-enforcement status. What kickbacks the chief, mayor, and city council received for this arrangement is unknown....

      They need to be barred from having a police department when the sheriffs can handle anything they need. It’s a joke to have one and they likely only had one to write citations and keep certain people out of their ashtray of a town.

    Hmm, 20% of the town is police officers, yet the mayor is signing checks paying for then. Somebody needs to investigate the mayor it sounds like.

      How about the judges that saw an increase in tickets processed through the courts and arrests? The local DMV? Theres a deep Rot that needs exposure. At that level I'd guess the whole town is corrupt. Where does it end?

    They need to do this in every city town and state, times have changed, clean house and put in new law abiding people ,get these laws changed and hold everyone accountable, and start with civil rights, treat us with respect

      No, this isnt a clean town firing their police force, this is a dirty town firing a police force that got out of control when they didn't get the bigger piece of the pie they wanted and went off and blew everything up with some dumb scheme forcing the corrupt city to fire their corrupt force for not following the master game plan/scam. The entire city leadership is corrupt and splitting up every penny of funding they get.

    i read most of the officers come from other forces who had complaints against them or thrown out of them

      Many of those officers were "reserve officers"...carried on the books for no pay...didn't even live in the town..
      which allowed them to work 250 miles away at an office tracking down people that owed money to the City, warrants etc....
      because Coffee City allows reserve officers to have a second job....(which just happens to be their first job)...
      and that brings in money to Coffee City.

    Glad that city council did what needed to be done!!👏👏👏👏 BUT what happened to running a criminal background checks on ALL new hires?? Its part of policy that no one should be excluded or exempt! Every new hire including a police chief should go through!!!

    2:00 you need to investigate those involved, weather their on the force or not to prevent them (the criminal ones) form getting a job with another department when their not worthy of wearing that badge. It don't go away because you fire them or the leave themselves

    More citys need to do this, I know its not every station but there is a metric ton of corruption in the police force's all over this country. I've seen some departments Lie on OT sheets, lie on regular time sheets that they worked and didn't, take city contracts, work ghost job (like working security detail for private company during their police hours, and that's beside the very bad practice's while on duty. The good cops can't turn bad one's in for fear of retaliation. IA is a joke too. When a good cop does good work is level headed and reasonable with the people they need promotions. and credit when credit is due.

    In a world where nobody can keep a secret, there’s no way they’re in a town of 250. Almost everyone wasn’t in on this… This is a huge criminal enterprise. Law enforcement officers involved in this deserve prison time.
