Yes he's conversationally fluent, just not native level fluent. There is a difference. To be conversationally fluent you just need about 2000 words in your vocab and be able to hold a regular conversation. Which is still very difficult. Native level fluency requires an extra 5-10 years of learning and to completely lose your accent.
He's had quite a few years learning the language and his accent was usually pretty solid, his problem with English was his limited vocabulary in the early years I feel........damn I miss Big Bang 😢
