whatever you do, band it or not, if any one gives divorce to her wife in this way will become a valid talaq, the issue here is to stop practicing this method, it is good to introduce laws to stop practicing this method of giving talaq, but if gov wants to introduce a law to make this method of talaq to become invalid and the husband and wife will still be in ralationship then it will be the greatest finnah of time. People will become jaani and Islalmic doctrine will go into danger.
The law in regard to women should be introduced and the strict law to punish the men who practice this method should be adopted.

if she stay with same man he can again tourcher her in other ways like slow poison( mentallay ,financilay and physically harrasmnt etc etc), a bad husband can tourcher his wife in many ways if he dint want to keep wife with him,so it is better for a woman itself to live that man compared to staying together with him..in last condition even a bad husband who miss use divorce rights given to him can even attack or kill /murder his wife. (which is still observed today in many cases husband kills wife but many cases are hidden for example all dowry deaths in our country are not only for dowry but some of the cases also becoz husband want divorce(but these cases are recorded as dowry deaths and not divorce deaths)..
even one sitting triple talaq miss use is better thn murder of wife .(miss use if one sitting triple talaq is done by angry,drunk,out of control minded, bad husbands only).
