They are optic fiber light ceiling. He has put alot of money into his element. I have another clip of his car from last year's meet if you look at our playlist for meet ups.
@Ready Set Element I will. I experimented with arduino about 7 years ago. Wanted to use fiber optics. Bought some Adafruit microcontroller for cosplay lights.

That would be so cool to do one out that way. There's a meet up happening June 26th at 10am at the The LeMay - America's Car Museum in Tacoma Washington. I might bring out some elements to that event.
Is this west coast? Any elementers in the Midwest I'd love to go to one of these meetups, although I probably be embarrassed by my old beat up but well loved and lived in element!
I wouldn't say it's cheap but maybe more affordable than other cars. The main reason I personally would say is poor MPG. If you are looking for a good commuter car to save you gas this is not it. It's heavy visibility is okay but where it does shine is space and availability to convert to what you need.
