Measuring with Uncertainties

Sir is there a rule in determining the uncertainty when it comes to measuring devices that is used? Like for ruler "measurement" and for thermometer "readings"?

Ruler has two ends! Uncertainties should be 0.05cm + 0.05cm = 0.1cm. 1.73 should round to 1.7 and length would be 1.7±0.1
