It’s depend on the universities & also on your grades. And I’m not sure about your grades and not even about in which subjects you want study. But why im saying about public universities coz only they can give fully funded scholarship.

Not really but some universities ask for it. But its no necessary to get the student visa according to malaysian immigration law.
