No. An independent mag is just one where the company that publishes it isn’t owned by another bigger corporation. You can get independent mags that target mainstream / mass audiences. A niche magazine is one that targets a very small specific audience rather than a big general audience. So a mag aimed at British trainspotters would be very niche.
