When engine is not running, there is no hydraulic pressure, the RAT (whatis called "Milla" in Draken) hangs outside, the pressure itself takes it in. Engine is started with AVPIN (isopropyl nitrate) as you mentioned.

What is “reaction of isopropyl Nitrate “ for? I used to load Jets and never saw that done. They don’t just get the turbine up to speed and introduce fuel?
Late answer but that refers to the starter, which runs by isopropyl nitrate. It allows engine to spool up much faster than electric starter. Close to so called cartridge start, but different.
I remember filling up the tank with that fuel. You had a small barrel with the stuff on a cart and hand pumped it. Sometimes when you attached the hose to the plane, that stuff would leak a bit from the nozzle and run down your arm. Not a very nice feeling at all. I think the tank had enough fuel for three starts, maybe 10 liters in total? Someone with better memory correct me :)
