You told it is not possible to export any key on Payment HSMs but you know that with ZMK you can exchange keys with 3rd parties. Since, this is possible, somebody can create a soft 3DES set of functions and send 3 x ZMK components which you can form and verify it's KCV if good you can send keys under ZMK and finally he can put it on his Soft 3DES functions and can get plain keys.
