Test Drive Unlimited and Test Drive Unlimited 2 are the only games that do that, but those are too old to play now. A new game (TDU Solar Crown) is in development though, so hopefully they keep the real world environments when it comes out!
I mean euro truck sim and american truck sim both have scaled down versions of real life maps, with some mods you could replace trucks with cars i believe
