      Net outward migration can cause the PPF to shift inwards for a country that suffers from de-population

      certainly a possibility especially if it leads to a rise in economic inactivity and a deep fall in business investment

      A change in the utilisation of existing resources will cause you to move closer to or further away from the PPC. For example, a reduction in the unemployment rate. Best wishes with your studies!
