Sometimes it's really a struggle to shove stems into the already taped base bouquet, naturally there is friction with the dry materials but am I maybe taping too tightly?

Sometimes it is helpful to add tape to start but don't over do how tight it is wrapped when starting. You bouquet may take a different look as you add more. Once you find your overall look taking shape re-apply over you initial starting point cinch up the design.
