I don't remember the details. Yo have to equip an... Action Enchant was the name? It's been a while since I played actively. There was an Action Enchant that you could equip on Reala or Harold that will regenerate your SP bar just at the same time that Reala or Harold casts a spell. So, you have to finish your attack exactly at the same time that one of those characters casts the spell. The only requirement to do a Hi-Ougi is to have enough SP, so that's why you can do Hi-Ougis without being in Sprits Blaster Mode. This mode only grants you infinite SP. In my video you can see how many of the times that I do a Hi-Ougi, Reala casts Flame Drive at the same time. Search on the internet. You'll probably find a better explanation because I forgot things and English is not my main language.

+PacoChanV2 This is a good explanation. It's an Action Enchant specific to Reala (appropriately powerful as the other incarnation of Fortuna). Basically, if it kicks in and refills SP to max as someone else uses a Hi-Ougi extendable ability, you can pull off a Hi-Ougi without Spirits Blaster.
