Yes at defending and physical is better than Saliba
Saliba is faster and he has defender ++
One thing I will prefer Saliba over him is because of roles
If you play your CB role Defender stick with Saliba
If you play role ball playing defender take de Ligt
Of course you can play as role defender is just that roles makes a big difference on players
