The MLC - What is the Mechanical Licensing Collective?

  • In 2018, as part of the Music Modernization Act (MMA), the rate at which songwriters were paid mechanical royalties for the use of their works was overhauled. Starting in 2020, the MLC will become the governing body responsible for setting statutory royalty rates, replacing the trio of U.S. judges called the Copyright Royalty Board (CRB). Among other duties, the MLC is empowered to provide blanket licenses for streaming services. It provides a baseline structure to ensure that royalties are actually collected and distributed to rights holders.

    "Any unclaimed royalties will be held for 3 years before being distributed to music publishers based on market share." Major publishers will register all of their music. Those unclaimed royalties will overwhelmingly be from self-published artists. It makes me so angry that the MLC will give this money to the majors (because of market share). It doesn't belong to them.

      @@Manageadmusic Give them to the artists registered at MLC and who are in the lower 20% of MLC royalties. If the big publishers are too inept to register their works then they should not get ANY unclaimed royalties.

      3 years is not long. I'm just now finding out about the Music Modernization Act over 4 years later nd just now finding out about MLC over 18 months later. People don't know about this. Maybe change it to 7 or 10 years.

    I don't have any music out yet, however this is the first time seeing any real information related to the process. By reading the comments it seems that I will have to research and educate myself on a whole encompassing process.

    Pro Tip: if you're registered with a publishing administrator like songtrust they will pass your song info along to MLC etc for you.

      Okay this is what I was wondering I have tunecore publishing but I did 12.9 million plays on TH-cam shorts but my TuneCore only shows 200K of these plays I think because I only bought the wav file

      @@FlukeWayne yeah it takes some extra work and money but once you get your publishing handled it really helps.

    Hello, I am not registered with a music distribution company (CD BABY, Tunecore), do I need this private service MANDATORY? What is the worst that can happen if I do not use a Private distributor and I join you with my IPI music publishing number from ASCAP directly?

    Do I need this if I have tunecore publishing administrator. I had a song do 12.9 million plays on TH-cam shorts but I only paid for the wav file. Am I missing these royalties because I’m not on MLC

    Is this an alternative to Songtrust or do I need both?

      You have to check with Songtrust to see if they are currently adimisistering your mechanicals. Then ask if they plan to transition your catalog to the MLC.

I joined BMI and SoundExchange. I was about to join Songtrust, can I just use the MLC or does Songtrust have additional benefits?

      @@TheUpstateSound No, this is handling publishing and songwriter side for royalties generated from interactive streaming platforms (Spotify), or so called Digital Mechanical Royalties

    HFA says I need to sign up with MLC.
    MLC says I do not need to sign with HFA.
    HFA says I need to sign with them to receive mechanical royalty payments.
    I'm not getting why there's 2 organizations for the same thing, much less why I need to register the same information with my PRO.
    Music industry is complex as it is, and this is just the cherry on top lol.

      MLC deals with mechanical royalties from streaming platform (Spotify, Pandora etc). HFA and Music Reports deal with mechanical royalties from User Generated Content (Facebook, Instagram, TikTok) and some apps like Peloton
