They're not defeating Buu without Shin because Shin is the reason Gohan went to train on the World of the Kais and the reason Old Kai was freed from the Z Sword. Without Old Kai, Goku and Vegeta never gets the Potara earrings so they likely either get killed or absorbed by Buuhan. Also, if they still miraculously manage to get to the point they fight Kid Buu, they still wouldn't beat him either as Shin was needed for Dende to teleport all the way to New Namek to wish for the Earth and it's populous back to life as well as wishing for back to 100% power. Without Shin: Gohan doesn't train Old Kai is never released Vegito is never formed The Earth and it's populous are never brought back to life And the Spirit Bomb that's needed to kill Buu is never fully formed So Buu wins without Shin in the picture which means Super never even starts.
