Frank was played by Harry Cording who was born in England. He was in many Sherlock Holmes movies with Basil Rathbone and Nigel Bruce, usually playing the heavy.
I thought I recognized him. I remember him as the knife throwing thug/driver from the movie about music boxes, the title of which alludes me at the moment. At first I thought it was the actor Ray Teal (Bonanza), but after reading your comment I immediately recognized him. Thanks for that.
Tonto is just a wealth of information in this episode!
