1__ PACS is a basic and smallest cooperative credits institutions in India.
2__In 1904 , first primary agriculture credit society (PACS) was established .
3__It works on the grassroots level ( gram panchayat and village level).
4__PACS is the final link between the ultimate borrowers i.e, rural people, on the one hand, and the other agencies, i.e. , Central Cooperative Bank, RBI in the other.
Regulation:
PACS are registered under Cooperative Societies Act and regulated by RBI.
They are governed by the Banking regulation Act -1949 and Banking laws (co-operative Societies ) Act 1965.
NABARD is a nodal refinancing agency for PACS including other cooperative banks.
Supervision:
The Cooperative Societies, including Primary Agriculture Credit Societies (PACS), with objects confined to one State are governed by Entry 32 of State List of the Constitution and are administered by the concerned State Registrar of Cooperative Societies (RCS) as per provisions of respective State Cooperative Societies Act.
