I have to that I believe you are in your interpretation, and telling people that think so tgat they are "living in the kingdom of James and John" is like calling people who disagree with you Pharisees. James and John were seeking vengeance, which Jesus rebukes. But God approved of Elijah and proves it by sending rain. He did not tell Elijah to pass the mantle to Elisha because he was punishing him, but because Elijah's part was finished and Elisha's time to serve had come. To link these two stories in this way is stretching the meaning out if shape.
Jesus WAS bringing a NEW covenant. But that did not mean Elijah was wrong in what he had done.
