Yes, PNR had gradually increased their speeds. I'd say having to run up to 75kph is a win. The PNR has also lessen the amount of precautions, therefore the trains can run faster more often.
High speed train ONLY can be reached if 1. All train are high speed, train is move follow each other, Even you put bullet train there, it will be as slow as old train because it must follow old train speed. 2. Track suitable and at good condition

Actually, high speed is obtained through general speeds of 250+kph.
You'll have to create a special type of ROW design for the tracks.
